A Medicaid applicant who is aged (65 or older), blind or disabled is an SSI-related person. This does not mean the person is receiving SSI. New York's Medicaid program covers SSI-related persons with too much income and/or resources to receive SSI if medical expenses will impoverish them

Medicaid exempts certain resources such as the homestead; a car; a $1,500 burial fund (per person) and an irrevocable burial trust for exempt items & services.

Transfers:
You must report transfers made up to 36 months before the Medicaid application. (36 month look-back period).
2004 Regional Rates determine the period of restricted Medicaid coverage for applications made this year, after a transfer of your assets for less than fair market value, done for the purpose of qualifying for Medicaid. Medicaid divides the amount transferred by the regional rate to calculate the number of months Medicaid will not cover nursing home care. The restricted coverage begins the month after the transfer is made. The 2004 rates are:
